Finance Officer Position: Your Gateway to NDTL

What is the Finance Officer Role?

The Finance Officer at the National Dope Testing Laboratory plays a pivotal role in the organization’s operations. They are responsible for various financial and administrative functions, making them an integral part of the laboratory’s success.

Key Responsibilities

1. Finance and Accounts Management: As a Finance Officer, you will oversee the financial aspects of the laboratory, ensuring smooth financial operations.
2. Drawing and Disbursement: Handle disbursements efficiently, making sure that funds are allocated appropriately.
3. Financial Concurrence: Provide financial concurrence to proposals in line with government rules and regulations.
4. Tele Software Monitoring: Monitor tele software for day-to-day maintenance of accounts, ensuring accuracy and compliance.
5. Account Preparation and Finalization: Prepare and finalize accounts, and conduct internal audits in collaboration with a CA firm.
6. Finance Committee: Be responsible for preparing agendas for finance committee meetings and documenting minutes.
7. Ministry Liaison: Respond to Ministry queries regarding accounting and budget matters.
8. Procurement through GeM: Manage all procurement processes through the Government e-Marketplace (GeM).
9. TDS and GST: Handle the depositing of TDS and GST-TDS, along with filing returns.
10. Additional Responsibilities: Be ready to take on any other tasks assigned by the Director of the Laboratory.

Qualifications and Experience

To be eligible for the Finance Officer position at NDTL, you need to meet certain criteria:

• Hold a Bachelor’s degree from a UGC/AICTE recognized University/Institute.
• Possess experience in handling accounting packages and finalization of accounts.
• Meet one of the following criteria:
  • Holding an analogous post on a regular basis.
  • Having three years of regular service in posts in Pay Level 8 (Rs. 47,600 – 1,51,100) or five years of regular service in Pay Matrix Level 7 (Rs. 44,900 – 1,42,400) as per 7th CPC or equivalent.
  • Eight years of regular service in posts in Pay Level 6 in the Pay Matrix (Rs. 35,400 – 1,12,400) as per 7th CPC or equivalent.

Desirable Qualifications

While not mandatory, the following qualifications and experiences will be considered advantageous:

• MBA (Finance)/Post Graduate Degree in Commerce or PG Diploma in Financial Management from a recognized University/Institute.
• Experience in research & development and/or scientific organizations.
• Knowledge of quality management systems as per ISO 17025 in an industrial/scientific organization.
